The TERROS implementation of the Arizona Families F.I.R.S.T.
Specialized Substance Abuse Treatment Services began in March 2001 and has
continued at a rapid pace. The program was created to address the need for
family-focused substance abuse treatment services for families referred by the
child welfare system or ADES JOBS Program.
The program requires the collaboration of the substance
abuse treatment professionals with the child welfare specialists, working
together to assist the family. Through this program, TERROS is brining two
very different systems together to assist the family. TERROS recognizes
that there are challenges as well as opportunities for substance abuse treatment
professionals to work more closely with child protection specialists. For
example, the child welfare system may be accustomed to working more from the
legal aspect; for TERROS, the emphasis has been more on the behavioral
side. As both systems work together and begin to blend their thinking, the
is a real opportunity to help these families and their children because it helps
strengthen the family structure. The program is designed to allow the
individual to identify their strengths and talents and recognize that they have
them.
